Describe the outcome
A phrase such as easy to use or good quality can mean different things to different people. Explain the relevant task and what a reviewer should observe. Include the intended context and the reason the requirement matters. Avoid adding a precise number solely because it makes a document look technical. Targets need a defensible origin and an agreed way to evaluate them.
Agree on the evidence
Ask the design, manufacturing and inspection participants whether they can interpret the requirement consistently. If not, revise it before expensive work begins. Record how the outcome will be assessed and which conditions apply. A requirement can be provisional while the method is being developed, as long as that status is clear. Measurable does not mean artificially precise; it means that the decision can be discussed using shared evidence.
